SP Group hosts regional electricity conference CEPSI 2025 and unveils its Virtual Power Plant pilot

Event marks AESIEAP’s 50th year, with focus on driving energy transition.

SINGAPORE, 29 OCTOBER 2025 – SP Group (SP) will host the biennial Conference of Electric Power Supply Industry (CEPSI) 2025, in SP’s current tenure at the helm of the Association of the Electricity Supply Industry of East Asia and Western Pacific (AESIEAP).

CEPSI, the flagship event of AESIEAP, will see regional participants from the electricity industry gather in Singapore from 29 October to 1 November 2025. This year’s conference holds special significance as AESIEAP celebrates its 50th anniversary in advancing programmes and dialogues to foster regional collaboration and progress.

Officiated by Dr Tan See Leng, Minister for Manpower and Minister-in-charge of Energy and Science & Technology in the Ministry of Trade and Industry, CEPSI is held in conjunction with Singapore International Energy Week (SIEW).

Themed “Empowering the Energy Transition”, the conference will explore a range of topics including how grids enable a clean energy ecosystem, collective transition strategies, grid modernisation priorities, sustainable generation and innovative green financing.

“Empowering the energy transition begins with a clear and actionable strategy, cross-border regulatory alignment, and broad social consensus. To meet rising energy demand and changing energy mix with the integration of renewables, the grid must evolve and be transformed to unlock new possibilities,” said President of AESIEAP and Group CEO of SP Group, Mr Stanley Huang.

He added that AESIEAP is committed to advancing an inclusive energy transition and CEPSI 2025 helps to forge sustainable ecosystems and explore transition strategies towards a low-carbon economy.

The conference serves as a valuable engagement platform for heads of major energy companies from Singapore and the region, grid operators and stakeholders from the public and private sectors. The agenda facilitates exchange of insights, sharing of best practices, and the community coming together to co-create solutions for a low-carbon energy future.

SP Group’s Virtual Power Plant

Following a Memorandum of Understanding with the Energy Market Authority in 2024, SP developed a Virtual Power Plant (VPP)1 platform. At the CEPSI event, SP showcased the early functions of this pilot-stage system in action. The VPP is designed to support Singapore’s energy transition by enabling the coordinated aggregation of distributed energy resources (DERs) such as rooftop solar photovoltaics, battery energy storage systems (BESS) and electric vehicle chargers, and by facilitating participation in energy and ancillary services markets.

Announced at SIEW 2024 as part of a regulatory sandbox, SP’s VPP is among the first VPP pilots to achieve online capability. It currently aggregates a limited set of SP-owned DERs and has begun validating operational scenarios within the sandbox environment.  

At this stage, the SP VPP sandbox focuses on proof-of-feasibility and operational testing, including controlled dispatch and participation for potential services such as frequency regulation, contingency reserve and energy services. The current integrated capacity is up to 15 MW, with plans to expand coverage and asset diversity as technical readiness, commercial structures and regulatory pathways mature. 

Conference programme

Held alongside the conference is the CEPSI 2025 exhibition, where leading energy brands will showcase breakthrough technologies and innovations shaping the future of the power sector. Among the highlights is the SP showcase. Besides the VPP pilot, SP’s showcase will have a simulation of a control centre featuring how the Singapore grid is preparing for the energy transition.

CEPSI 2025 drew close to 400 technical paper submissions from industry experts and researchers across six tracks. These papers were independently reviewed by the Institute of Electrical and Electronics Engineers (IEEE) Power & Energy Society Singapore Chapter, with approximately 250 papers selected for presentation during the conference.

Welcoming the next AESIEAP chapter

Since assuming the leadership role of AESIEAP in 2023, SP Group has strengthened regional collaboration through knowledge-sharing and capability-building for the past two years. Notably, the AESIEAP CEO Conference in 2024 saw over 200 energy leaders across the region gather in Singapore to discuss shared priorities, including digitalisation, renewable integration, and workforce transformation. CEPSI 2025 builds on this momentum, uniting the regional energy community to accelerate real-world progress toward a sustainable energy future.

At the conclusion of CEPSI 2025, SP Group will complete its two-year leadership tenure and formally hand over the role to CLP Power Hong Kong.
